Part Time Employees


 

The information below applies to Part-time Lecturers, Educational Assistants, Clinical Instructors and Non-Credit Lecturers employees.

In order to process payment for your services, the forms at the bottom of the page must be completed and submitted BEFORE your employment start date.

Informational Materials

Human Resources will go over the following information at the time of your employment; however, it is recommended you review the retirement information prior to your meeting as you will have to make an irrevocable choice about your retirement plan by your hire date.

Direct Deposit

Direct deposit of your payroll check is available for all employees (excluding student note takers). With direct deposit, your net pay is electronically transferred into your personal savings or checking account. To participate, your bank, savings and loan association, and/or credit union must be a participating member of the National Automated Clearing House Association (NACHA), and you must complete Form CO-1040, Direct Deposit Authorization. After the Payroll Office has received the form, Central Payroll will send a pre-notification to your bank to verify your account. It takes approximately two (2) payroll cycles for your first deposit to be made to your account. You MUST notify the Payroll Office immediately if you have made changes to your account or if you wish to cancel. Failure to notify payroll when you close your account will restrict the availability of funds until they are returned from the bank to the State Comptroller.

Sick Leave and Personal Days for EAs: Beginning with their third semester, part-time EAs employed for more than 90 working days receive sick leave on a pro-rated basis and two pro-rated days off per semester for personal leave. There is no sick leave or personal time for adjuncts. Adjuncts should consider how to arrange for class coverage in the event of an unplanned absence.

Benefits Information:

Health Insurance: As a part-time Lecturer, you may obtain health and dental insurance coverage by paying full premium for the coverage.  Coverage begins the first day of the month following your date of hire.  I.e. Date of Hire 4/22/20 coverage begins 5/1/20. Before choosing a plan, be sure that its services are in the geographic area where you reside, and your doctor(s) is (are) participating in the plan. 

If you are interested in health insurance, you must contact the payroll office at least 2 weeks before the start of your contract.  Enrollment forms will not be accepted after your start date.  If you choose to participate in benefits you will be placed on benefits billing and be sent a monthly bill.

 

Dental Plans: You have the option to choose between three (3) dental plans. Dependent children over the age of nineteen (19) are not eligible for dental plan coverage. You will have the option of continuing coverage through COBRA.

Temporary Extension of Health/Dental Insurance Coverage (COBRA):

When your contract ends, COBRA benefits will be offered to you.    In accordance with a Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), you may extend your health insurance coverage at the group rate.  You have the option of this temporary extension of health coverage should you experience a reduction in hours or a termination of employment.  For example, if your contract ends in the month of May, you will be offered COBRA effective June 1st. If you are re-employed for the Fall Semester you must re-enroll in health insurance benefits.  Health insurance is effective the first day of the month following the date of hire.  You will have to pay the entire premium plus a two percent (2%) administrative fee for the coverage.  Your spouse or dependent children have the right to choose continuation of coverage if any of the following occur:

  • Death
  • Termination of Employment
  • Divorce or legal separation
  • Dependent children who turn 19 years of age (Dental Benefits)
  • Dependent children who turn 26 years of age (Health Insurance Benefits)

The Affordable Care Act requires us to inform all employees about the Health Insurance Marketplaces, which were set up to make it easier for consumers to compare plans and enroll in health insurance coverage, If you are eligible for employee health benefits through the State of Connecticut you will most likely not save money by purchasing coverage through the Marketplace,  However, if  you are not eligible for job-based health benefits, you may want to consider purchasing coverage through the Marketplace, as explained below:

When key parts of the Affordable Care Act take effect in 2014, there will be a new way to buy health insurance: The Health Insurance Marketplaces. In Connecticut, the state Marketplace is known as the Connecticut Health Insurance Exchange ("the Exchange").  You can find out more by visiting http://www.accesshealthct.com/ or calling 855-805-4325. This notice provides some basic information and explains how coverage available through the Exchange relates to coverage that is available to you as an employee of the State of Connecticut.

Tuition Waiver - Adjuncts in the PTL Pool (beginning with the first semester they are eligible to receive a class) and EAs employed for more than 90 working days and in their third semester may seek a tuition waiver on a space available basis for a credit course at their college. The waiver may be used by the employee, a spouse, or a dependent at the community colleges or the value can be applied towards the tuition at the Connecticut State Universities (CCSU, ECSU, SCSU, WCSU). The waiver must be used during a semester when the member is working unless the course assigned is cancelled after the waiver is granted.

CONTRACTS

Part-time employees should receive their contract(s) via e-mail. Please return the contract(s) to Human Resources with five (5) days of receipt.  If we are in receipt of any late contracts, payment for them will be held, until we receive the signed contract(s). 


PAYMENT

Adjunct faculty: (Credit Courses) Normally there are eight (8) equal payments per semester except for abbreviated courses.  For abbreviated courses the contract amount is divided biweekly during the length of the course. Summer session contracts may be paid in multiple payrolls.  Signed contracts that are returned late are subject to the same rules and payment will not be doubled up but spread out through remaining pay periods.

Non-Credit Lecturers: (Non-Credit Courses) NCL’s are required to fill out (yellow) biweekly timecards.  Cards should be submitted to the supervisor for signature. The supervisor will return it to the Payroll Office once approved.  Incorrect timecards will be returned to the supervisor for corrections.  If timecards are submitted late, you will be paid with the next available pay period.

Educational Assistants: EA’s are required to fill out (green) biweekly timecards.  Cards should be submitted to the supervisor for signature. The supervisor will return it to the Payroll Office once approved.  Incorrect timecards will be returned to the supervisor for corrections.  If timecards are submitted late, you will be paid with the next available pay period.

Clinical Faculty: CF’s are required to fill out (purple) biweekly timecards.  Cards should be submitted to the supervisor for signature. The supervisor will return it to the Payroll Office once approved.  Incorrect timecards will be returned to the supervisor for corrections.  If timecards are submitted late, you will be paid with the next available pay period.

  • Official Transcripts for your highest degree (Transcripts need to be requested and sent to HR at the time of employment.  You may still complete your HR employment packet without having your transcripts; once we receive them from the college your packet will be complete.)
